Colorful, Round Metal Structures, What the heck?

Does anyone know what the large round metal 2-story structures, attached to concrete were built for? It was the filming location for the final third of this film experience. They seem to be about 1,500 square feet each, a good size for a house. The structures were many different solid colors (e,g, all yellow, all green, all blue, all pink, and other colors). It was an incomplete project. It seems like a lot a money was spent on something few people would like.
