I assumed that he would have killed the kids, it's just that he wanted to get adults out of the way first. I mean dispatching of those kids would have been like shooting fish in a barrel for Jason.

Since he was first "killed" because of some kids, I don't think Jason would have any problem. But he had priorities as we see in the scene where he bends over the little girl and goes away to kill the cops first.

I agree. Jason really got watered down after part four (no pun intended).
