yea, but his actions caused the whole bloodbath. you can't blame people for not believing him, if someone told me they dug up a corpse and it was killing people I'd think he was crazy too

Yes, you can. Digging up someone's grave without any authorization whatsoever is illegal, and breaking that pole off the fence was illegal too (vandalism). Tommy would only be blameless had he been doing something that he was legally authorized to do.

Personally, I would say someone is only responsible if they had, or should have had, a reasonable expectation of what could happen. He should have had a reasonable expectation that a metal pole sticking up in a storm would be struck by lightning. He would have no expectation that a bolt of lightning would animate a corpse.
