He can act. The character he plays is like the one he plays on Heartattack and Vine. Check him out in Short Cuts too.

He is the coolest AND funniest *beep* in the world.... John Lurie is awesome too.

A snake ? Nonsense, back in my country, i was a snake myself.

The three of them are *beep* amazing on screen together. Same can be said for Richard Edson and John Lurie in Stranger Than Paradise. The thing I love about Jarmusch is that all his characters are so true and real, it really is refreshing.

Definitely. He's particularly hilarious in this and "Short Cuts", particularly. But I can't stand Roberto Benigni, who almost ruined this film for me.

Well, since you asked this two years ago, I'm gonna presume that you may have seen it by now. But, for my money, Tom Waits steals the show in this movie.
I'd seen him act in other films (I think the first time I saw him on the screen was in IRONWEED, and he was very impressive). What blows me away about his performance in DOWN BY LAW is he's an absolute natural when it comes to comedic timing, pathos and delivery. And he often does this with the most subtle/understated gestures.

Tom Waits on the Dick Cavet Show, in the '70s.

Dick: You went to Balboa High School in San Francisco? Did you learn anything?

Tom: (after a thoughtful pause) I learned how to smoke.
