I do hope so because in my opinion this is Robin Williams best comedy film!
In most countries, if you own a copy of a work in a different format, it is perfectly legal to convert it to another. This includes VHS to DVD, NTSC to PAL, or different DVD region codes (which also often include NTSC/PAL issues as well). I would go to www.videohelp.com to research how to do the conversion on your computer and re-burn it to DVD in the Region 2 format.
