I am thinking of a movie I saw a long time ago and I think this is it. The movie I'm thinking of had people running around in metal hockey masks. Is this that movie?

The officials and victims knew these guys but they never tried to disguise their voices. I know many weren't trying too hard at first but they took notice when the gang became increasingly violent.
