Does anyone know what breed of dog is in this movie? He's wearing the green bowler hat in the float scenes, and there's several close-ups during the game.

Probably a Chow/Collie mix

Definitely looks like a Chow mix. I have a Chow/Spitz mix and she looks similar, and I agree Chow/Collie is a good guess. It's an adorable dog.
