Tony Pine the epileptic

I’ve never understood the reason they call this character out by saying he is epileptic? He’s such a small character and is given no lines - they show his character having what looks to be a seizure in bed at one point. Now I have read the book that talks about this series of crimes and there was a guy that had a host of health issues and was mentally diminished. That said I found it strange they’d bother giving this character any other detail at all.

Are there deleted scenes that go into more detail about the adult members of the gang?
