Should I be watching this on fast forward so his voice plays at normal speed? 

Misogynistic and Racist. Those are the perfect words to describe Q5.

Winston was nerfed big time. Not only did Winston get less screen time and have less to say in general, but he was limited to being the Ghostbusters driver. The only job he was given was driving Ecto 1, which was incredibly racist. Take a look at J. Michael Straczynski's comments on this. Everything you could have ever liked about this character was removed from in Slimer and The Real Ghostbusters.

Despite The Real Ghostbusters' success, ABC felt the need to hire a child psychologists group called Q5 to help oversee the production of the second ABC season. (The syndicated season did not have such requirements.) It was during this time when the writers realized the group had absolutely no evidence to back their research as their changes for the show were either hypocritical, nonsensical, or downright seen as bigoted by crew members. Needless to say, the ratings dropped afterward and Q5 was reportedly never hired again by any studio. https://www.youtube.com/watch?v=OW51PDa_puE See Phelous's review here for more information about the topic.

Q5 also wanted each character to have a specific personality role, with Peter Venkman as "the Mouth," Stantz as "the Hands" and Egon Spengler as "the Brain." Winston Zeddemore was reduced to "the Driver." The writers objected. J. Michael Straczynski told the Los Angeles Times, "A lot of their research and theories are strictly from voodoo. I think they reinforce stereotypes -- sexist and racist. I think they are not helping television, they are diminishing it."

I do admit The Real Ghostbusters series did have some bad episodes when Lorenzo Music was the voice of Peter such as "Hanging By A Thread" and "The Old College Spirit"
