Why did the king of cartoons always show the corniest cartoons?

Shouldn't he have showed looney tunes, tom and jerry, scooby doo, etc... Instead he showed old black and white cartoons from the 40's.

Because they were public domain, most likely.

Plus, it fit the whole retro-trash vibe of the show.

I used to wonder that too but I liked watching the short clips of cartoons anyway.
