Did anybody think Gus was slightly at fault for his house fire?

In the season one episode A Point of View a fire started in Gus' basement. The firemen claimed that if it wasn't for the smoke detectors working properly, the house might have been a total loss. The fire started as a result of some oily rags that David left in the basement. David had used some rags to apply stain to a small piece of furniture (it might have been a small table). Kris was about to clean up the mess when Gus told her to stop and let David clean up his own mess. The rags were never cleaned up and eventually they caught fire. In my opinion Gus was slightly (maybe 10%) at fault for the fire starting. I don't know if David was home when Kris was about to clean up the mess. If David would have been home Gus could have told him to clean up his mess immediately. If David wasn't home Gus probably should have let Kris clean up the rags. Then he could have given David a stern lecture and/or some kind of punishment for being irresponsible. Presumably Gus never got after David to clean up the oily rags. The whole family was at home in bed when the fire started. I think Gus figured that if the oily rags stayed put, David would eventually get the message that he better clean them up. In my opinion a man of Gus' age should have known that oily rags sitting out in the open are a fire hazard. Therefore I think he should have known better than to let the mess in the basement stay untouched until it was too late.
