It's an homage, right?

To those old 50's horror movies like The Blob and The Invasion of the Body Snatchers.

The severely cheap effects looking to have been obviously filmed in front of screens etc make me think it was to look intentionally done. They have enough to pay some known actors. It seems like a tribute anyway. I just haven't seen this mentioned anywhere here.

It was fun and funny. Was first made aware of this film through GTA: Vice City and Giggle Cream lol.
