WTF? The 80's wasn't that long ago. Not only was that line said but no-one reacted to it! Am i being a blind millenial here or did that stand out to anyone else?

The line wasn't controversial because the guy who says it is a gruff no nonsense militia leader. He views himself as the senior officer and therefore thinks he gets to decide who gets permission to speak, like in the military. The gruff military guy also has no use for political correctness or sensitivity so he uses words that are seldom used now like colored, instead of black, or "African" American. The movie isn't saying that people talked like that in the 1980's, the line is just used to show that the militia leader has a bit of an authoritian streak, is blunt, and doesn't care about sensitivity.
