The formula for this kind of stuff -- girl has crush on her male best friend but he's oblivious to it -- it to try to make her mousy by giving her a pair of glasses and a somewhat awkward hair style. Here, Toni's drop-dead gorgeous right out of the chute. Your average high school senior in 1985 would have been panting over her and trying desperately to get her between the sheets.

I think she was supposed to be very pretty and desirable ,thus making it extremely dumb that the main male character wouldn't notice his attraction to his friend of many years until much later. It was also a less common trope back in the 80s.
