They never really say I'm guessing some sort of ghoul since he seems to be more of a caretaker for the Countess.

I was wondering that throughout the movie too. He is certainly never shown to be vampire. They have this one scene when Jim Carrey is captured in the castle where all of the vampires in the room show their teeth and they skip Sebastian.
What he certainly was is gay :) Or at least they portrayed him in a gay manner.
Well Sebastian mentions about coming out of the closet a long time ago and by the way he acted you could tell that he was gay. Plus, the way he spoke also was the big hint about it.

Yes they never really went into detail about what he was but they have said that he has been around for a very long time. That is what it seems like when him and the Countess talk about the past.

I think he was a thrall. The Vampire has power over him. How she got him in the first place (him being gay) is up to debate. Thralls can move around in the day time. I think all vampires (in movies) seem to have them.
