Guy at train station

During the scene in which Natty is purchasing her ticket to go to Seattle, the guy at the ticket booth calls someone and says "Ya know that girl you're looking for? Well I've got her." I'm assuming he was calling the reform school she was at. Or was he calling someone else, although I can't think of anyone else.
