Where is this film set?

If anyone could tell me the city/state or region where this film is supposed to take place, that'd be awesome.

Near Los Angeles, I think. They jokingly mention getting a condo in Westwood.

The house used in the Ghoulies film is the Wattles Mansion located in the Hollywood area of Los Angeles. This same mansion was actually used for a scene in "Rain Man" with Tom Cruise and Dustin Hoffman. Apparently, the mansion was restored over the years and is now a place than can be visited.
