This has to be one of the dumbest explanations to a mystery (spoilers)

So, if I get this right, they tried to cover up that a kid jumped over the fence of a NATO base, ran into the airfield and the incoming plane with nukes almost crashed when it tried to land because the kid was in the way, running across the runway. Did I get this right? Because if I did, that would mean that a NATO base has no guards or security ANYWHERE, the kid doesn't realize that running in front of a plane is a bad idea, and that hitting a body can derail a plane. Or am I missing something?

That is the explanation. The entire perimeter of an airbase could be many miles, it can't all be guarded. And the boy was running from police, and would not be aware a plane was landing.
