Who knows? Someone probably thought it sounded cool, resulting in a bit of "engrish" (as is not that uncommon in anime). Though, it has been speculated that it was inspired by the term "bubble economy", that it is a world ready to burst, or something.

At the particular time of this title's release. Japan was going through a period known as the Bubble period, describing ballooning fortunes that had to come to an end. When the market crashed, there was a bubble crisis, which is likely this name came to be, since this title came out at about the same time.
