the government capturing people like that , his dreams where he hears the woman shouting "what did you do with his body?", also THAT ending

It's what is known as black comedy- dark in it's themes but still manages to pull off awkward and ironic humour.
To give an example, the scene where the police burst in and violently arrest Buttle frightening his family out of their wits... and then some bowler-hatted bureaucrat with a plum voice gives his wife the receipt. Frightening, yes, but also darkly comic.
It's like Pulp Fiction or Fight Club. Dark in what it says and even some content, but it has that comedic edge to where it can also be classified as a comedy. IMDb obviously doesn't know this fact a lot of the time.

And a lot of people resent that. . . . A lot of the audience hate it, because they don’t want to be played with that way” (Gilliam, director’s commentary).
That's why I like the film so much, it keeps you on your toes.
