So is Jill supposed to be a terrorist!!? - Spoiler*

You know throughout the movie Sam keep taking about wanting to save her...so is she a terrorist or just a corrupt government's patsy ignorant that she was wanted!

She is definitely running from someone...when Sam sees her for the first time (while delivering the cheque to the widow), she runs from him for some reason which tells us she's hiding from someone but who and why we don't know then (or ever).

Then when Sam gets her name he finds out that she's on the most wanted list for terrorists (highly classified...Information Retrieval clearance needed).

But here is she truly hiding from the government...if she was indeed a terrorist why would she risk going inside government offices and even Information Retrieval headquarters...that's like Bin Laden walking inside the CIA building to protest that his jihadi buddy was wrongfully arrested.

In the end, I don't think she was ever remotely a terrorist and Sam's crazy actions (breaking laws, smashing through road blocks, accidentally setting cops on fire etc) got her killed in the end...although as a marked government patsy, she still probably faced a similar fate!!!

The whole point is she's not a terrorist, just a good person trying to help her neighbour whose husband has been wrongfully arrested (Buttle)... Because she's making a stir about their mistake the IR put her down as a terrorist to shut her up.

There are no terrorists. Jill says this herself - when have you ever met one? The climate of terror is a form of government suppression

"She runs from him for some reason which tells us she's hiding from someone".

I don't think she ran from Sam; she probably just left home to go to work.
