What accent is that?

The two duct workmen, one played by Bob Hoskins, don't know who played the taller one. But the taller one had a very pronounced accent. I assume he was putting it on and have no idea how good of a job he was doing as far as making it sound realistic... but what was it supposed to be? To me it didn't sound Welsh, Irish, Scottish, nothing I'm remotely familiar with.

I think he's supposed to be semi-retarded, and he has a speech defect to go with this. The underlying accent seems to be Irish.

Do not call a Scotsman a bogtrotter unless you like being beaten senseless. Bogtrotters are Irishmen.
