Drunken Tramp.

There is a scene where the protagonist is driving to the home of Mrs. Buttle. There is a brief moment where we see a drunken bum, but he's like a giant in comparison to the car. I didn't really understand what was supposed to be happening in this scene. Is it suggesting that the bum is hallucinating this whole thing?

I always thought it was just supposed to be a member of the film crew, setting up the intentionally hokey sets. Just an in-joke, I think.

It's a small replica of the projects( neighborhood ) in a glass / plastic case. Like the one they create in order to present as a small model. It was suppose to be a nice clean and happy community in theory I assume but it turn into a shatty neighborhood late on. Rewatch the scene . You will see.

This is correct.

I assumed that it was just a little visual gag about how what we assume is a model effect turns out to actually be a model in the film, sort of like the intro of Beetlejuice (wonder if the Beetlejuice scene was inspired by that part of Brazil at all?).
