need help with movie title

I saw this movie on tv around the late 90's. It was about a little girl who kills. There was a part where she killed a lady in a hospital bed by cutting off the oxygen and at the end of the movie she either pushed someone off a balcony or was about to but someone sees and the cops arrive. i stumbled upon ?the little girl who lives down the lane" and ?alice sweet alice? but they werent it.
