At the time this show was made (1985), Fred and Velma had been pulled out ofthe main cast for nearly six years. They did make a few recurring appearances during the 1984-85 season, but otherwise during the first half of the 1980s, the "Scooby-Doo" cast was Scooby, Scrappy, Shaggy, and (from 1983 to 1986) Daphne.

Would you say the later movies with just Shaggy, Scooby, and Scrappy are in the same continuity as this show?

The later movies with Shaggy, Scooby and Scrappy are in the same continuity and do indeed take place after this series.

Fred was a mystery writer and Velma was working for NASA, as explained in an episode where Scooby celebrates his birthday.
