Don't know if this was a RB show or not....

I remember during the 80's watching a 30 minute show that I thought was a Ray Bradbury episode of some kids going to school in a place where it rained all the time and the sun only came out every 20 years for a few hours. This little girl was dying to play outside because it was time for the sun to come out but some kids locked her in the school closet so she missed the opportunity to go outside and play. Does this sound familiar to anyone?
