In this version (the truest one I've seen to the book), Oliver's *aunt* Rose is alive, and he is reunited with her.
Rose was played by the same actress that played Agnes (Oliver's mother), which I suppose could create confusion as to whether Rose is Oliver's mother - but it is explained towards the end of the series that Rose is his mother's sister, Oliver's aunt.
I believe the series you're thinking of is entitled "The Adventures of Oliver Twist," which was an animated show from the 80s created and produced by Saban. It portrays the main cast from the book as anthromorphic animals (Oliver is a Jock Terrier, Dodger is a rabbit, Fagin is a fox, etc.).
