I've been asking that for years, well before "Solo" actually addressed the question!

They seem sentient and capable of independent thought and real emotion, yet they're bought and sold and not even the good guys ever talk about giving them their freedom. Maybe they're just programmed to act like they have the sort of emotions humans like (though why anyone would have programmed C3PO to act like a coward I don't know), maybe they're like the Clones of the prequels, sentient beings actually held as slaves. By the good guys.
