Did they dub dragonball in mexico and all the other countries before the U.S. got rights to dub it?

Yep, Mexico is God's blind spot.
We (and used to)have uncut anime in channel five.
When I was in Mexico in the summer of 2004, there was a channel in cable T.V. that had a lot of uncut anime, for example: Cyberteam in Akihabara, If I See You In My Dreams, Let's Dance With Papa, and many more from Monday to Friday.
I used to watch Dragonball about five in the afternoon and Ranma 1/2 about eight at night when I was in Mexico.

Oh man, America is so lazy and because they edit so many stuff like crazy. Thats why we didn't get to finish the whole series of Dragonball until 2004, and in 2003 we just finally got Dragonball GT. I think every other country besides the US got to finish Dragonball the whole series with original music and most of the original dialogue the way they're supposed to be.

Around 1995. When Intertrack got the license, it was really great, how it improved. They worked translating straight from the japanese original.
The mexican dubb worked for all Latinamerica.
I watched Dragon Ball and DBZ in the mid-90s with the Intertrack dubbing and it's outstanding indeed.
