Don't know that I'd go as far as to say best movie EVER...
Neither do I.

Also, I rate two or three of Pedro's movies higher than this one - good as it was - starting with "The Flower of my Secret" and "All About my Mother" for instance.

I love Almodovar's films, but somehow I missed this one. I just saw it last night on DVD, and I'm planning on watching it again about five more times. Pedro is stupendously inventive with his humour and set pieces. Off-the-wall hilarious stuff, and it's played 'straight' and deadpan, which intensifies the humour. Carmen Maura is a thing to behold as yet another of Pedro's 'heroic' women. I loved the bit where she just casually sells her son to the flaming pedophile of a dentist. And the son agreeing when he found out the flamer had all the latest gizmos.

Nobody makes films like Pedro. His 'style' is just so recognizable, and you can't say that about too many directors. He satirizes things in society that we haven't even thought about. What has been remarkable about him is his consistency: he just keeps getting better. I can't stand Penelope Cruz since she 'Hollywoodized' herself, but she's great in Volver. All things considered, I think 'What Have I Done, etc.,' although it fades toward the end, is still one of his best films and certainly one of the greatest 'black' comedies I've ever seen.

I think I'd rank "All About My Mother" as my favorite Almodovar film, but this is certainly way up there also, along with "Flower of My Secret" and "Women on the Verge of a Nervous Breakdown." This film is inspired lunacy – not quite Almodovar's best, and hardly the best film ever, but it's excellent nonetheless!

I really liked ¿Qué he hecho yo para merecer esto!!, but IMO Almodóvar's best film is Hable con ella (Talk to Her), followed closely by La mala educación (The Bad Education) and Carne trémula (Live Flesh).
Overall I have enjoyed all of his films, even Entre tinieblas (Dark Habits), which is arguably his worst film.

Critics have very peculiar agendas when it comes to declaring what is and isn't a good film. In the main their agendas (eg how they look to other film critics) will preclude them from being absolutely honest and/or in touch with any non-intellectual responses to films. Similarly, directors and actors are too wrapped up in the world of film to make judgement calls on movies. I find that film boards such as this one tend to indicate which films rise above others - and from this film board I've deduced that, in no particular order:

High Heels,
All About My Mother,
What Have I Done To Deserve This,
Flower Of My Secret
& Women On The Verge of A Nervous Breakdown

... are 5 of the most appreciated from the Almodovar oeuvre.
