Very Hard Question

I remember watching a movie when I was a kid (I shouldn't have been watching it hehe) and there was this woman (guessing it was a hooker or stripper) who gets pulled into a car by some killer guy , her legs flailing out the window. Her friend watches on in horror screaming her name as the car drives away. Her onlooker friend later gets killed in a hit and run. I will always remember that scene. And me being so young I didn't remember the title of the movie. Is this movie, the movie I am speaking of? At first I thought it was Melanie Griffiths City of Fear but I don't think it was.
