Did anyone else think so? He definitely didn't sound like him but his facial features looked like Brandon's.

Yes, he absolutely looked like Brandon Lee, or a younger version of Danny Trejo (with better skin).

It was fairly early in the film, I think, when Clint goes to a tattoo parlor during the investigation.

Oh i checked him out on youtube, it does look vaguely of him. Good observation.
