OK, this had to be filmed in Vancouver

I have never seen this, but in either 1983 or 1984 I remember I was walking to lunch with a friend, and saw a movie being made. It was on or near West Hastings Street. I saw Ralph Macchio and Jeffrey Tambor standing on the sidewalk. OK, so what movie were they in together, made that year? This one. But the IMDB doesn't mention filming location.

I just looked this up after 24 years...always assumed it was some Karate Kid sequel, but it wasn't - and I'd sure like to see it, just for the scenery of Vancouver the way it looked then.
