Identify an OBSCURE scary movie

first off, this is not a scene from terror in the Aisles, but i thought this would be a good place to ask this question. A film i saw as a little kid, (1970's to very early 80's). I don't remember much but I remember these scenes of a young woman, possibly a babysitter, who keeps running into a little girl, who I think is a ghost? There is a scene where they are sitting on a swing together, and a scene where the girl is in the basement with rats! I know this is not much to go on, but this has haunted me for YEARS. i would love to know what movie this is. Any ideas??
