That depends. Skynet from the first 2 movies doesn't seem to evolve. So it's quite possible it would spend eternity perfecting weapons and building more killer-machines.
Skynet from the series on the other hand not only evolved but also split into a number of entities. Some of these entities clearly transcended the system's original purpose.
