What is the Vulcan plan if the spock body was still dead?

Spock is alive again due to the Genesis planet, but this is not known to Sarek when he asked kirk to take his body back to Vulcan, so what would happen in normal circumstances and Spock was still dead?

would they bring him back to life and then install him from McCoy?

if so why did spock even bother with the transfer? why not just go back to Vulcan and bring him back to life and he is still in there

IIRC, they wanted his katra (I think that's what they called it) returned to Vulcan and dumped (for lack of a better word) on the sacred mountain.

That his body happened to be resurrected by the Genesis effect was just a benny. As long as his body was alive, why not dump (again, lack of better word) his katra into Spock's regenerated carcass?
