Who is this girl

At 0:48:57, as the detective is looking at some of the pictures, he looks at a photo of Dustin Hoffman in Tootsie then, as he flips to the next image, there's a photo of a girl with piercing eyes and the words 'La Joy Fan' or something like that at bottom left. Can anyone name that actress? She looks somewhat familiar but I just can't think of her name.
