The film is now easily available in Region 1 through Criterion. A search for Secret Honor on amazon.com will turn it up immediately.
I am unaware if the DVD is out on other regions, but region-free players are easy to come by.
The disc is cheaper on deepdiscountdvd.com, but I don't know how shipping will affect things for you. Anyway, assuming you can view a Region 1 disc, every major online DVD retailer should be selling it. $29 (US) before shipping is a good price.
You should try the library. That's how I managed to see it. It's a good film, but not my favorite Robert Altman film.
