I think you're overly harsh on parts 3 and 4. Which is kind of surprising because you're very generous to parts 5 and 6. I don't agree that Mauser and Harris are the same characters. Harris was mean but he had the best intention of making good Cops. That's why he hated the new recruits because he thought they were not up to the standard of what makes a good officer.

Mauser was just a weasel who wanted power.
