Ninja III owned by Paramount Pictures?

I noticed while watching this movie when it was shown on Sky Movies here in the UK it had the Paramount Pictures LOGO at the beginning. I know it was owned by MGM/Cannon who made just wandered if anyone could clear this up. Maybe why MGM never released it on DVD yet?
