Sleeping People in the Ministry of Truth

I am rewatching the movie at the moment and I spotted sleeping persons in the Ministry of Truth. I just spotted them now, I am not sure, whether there are there all the time or just in that scene (it was after Winston goes home from his hotel room and a bomb explodes nearby).
I am thinking, they sleep there because something important happened/changed and they have to do an extra shift to rewrite the past and the present "correct" again, am I right?

I think it was after Oceania switched sides in the war and they had to rewrite all the records of who and where they were fighting.
