Did it have a theatrical run?

Yes all over the world, it was quite huge, including later on video, this is one of those films that you'd believe almost anyone got to watch this film overseas in some form. All films with Chuck Norris in the 80's were released theatrically.

It released in the US in November, 1984 followed by releases in at least 16 other countries

The US domestic gross was $22.8 million vs a budget of $2.5 million

I can't find the numbers on foreign sales and video purchases but it was a huge hit with audiences (if not with critics)
