Trying to find a movie, please help

There is another camp movie (I think) and one character is in a wheelchair with a voice box similar to Stephen Hawking's.
Because I was very young at the time, all I can remember is the wheelchair dude asking in his robot voice to "pass the glasses" referring to a pair of binoculars the others were using to spy on someone.
Does this ring a bell?? I just want to know what the heck that movie was as I originally thought it was a Meatball, but its not.
