Where could one find this video?

I remember watching this when I was a kid. My dad happened to record it from cable TV back in the day, but I think that video tape has long since been re-used for something else. This cartoon seemed rare enough that I'm surprised IMDB has an entry for it. Does anyone know if this cartoon is available somewhere for purchase or download?

There is a Tezuka compilation coming out from Kino Video.

I have it on one of the "International Tournee of Animation" tapes that came out in the 1990s (Volume #1). It may still be available from Amazon. Don't know about DVD.
