How did McDonough ever become a military officer?

While I love the US version of the film, I can't overlook Major McDonough is such a little punk. The redhead. I guess he's the comic relief but he tends to make light of thousands, possibly millions of dying Japanese civilians, and cracks a joke about Godzilla destroying the Russian submarine. The other characters even appear bothered by his behaviour. He seems too immature and naïve to be a Major of the US military. I'm amazed he's allowed in the war room, or wherever they are.
