In the gym, Dick seems to recognize a beautiful girl with short black hair from somewhere (implying it was a sexual affair before his arrest and her being sent to the reform school), and she reciprocates opening her kimono and offering herself to go with him - as the three men had already an escape car waiting, but only place for one extra passenger.
Clooney has ogled another beautiful girl, Eddie, with longer and light brown hair. For no reason, he ties both girls wrists above their heads, before tossing up a coin to decide between the two whom he shall take in the escape car. The toss goes to Eddie, who cries out in despair, as the other girl sobs silently for her lost opportunity of joining Dick...
There's a tie-up with this scene at the end when the black hair girl looks saddened while Dick and the others are placed in the Highway Patrol car to be sent back to prison.
Clooney calls the black hair girl Miss Hot-Pants, but I think I identified her as Penny Archer, played by Brenda Miller. Whomever played that part was certainly a beautiful girl, and a good actress.
He recognised her because earlier in the movie he was peering out of the bars in the asylum at her with some chap in a van.
