I was recently on You Tube and stumbled upon a 1998 German-made movie called Der 3. Weltkrieg (World War III). It's a documentary-style "what if?" film that shows the world stumbling toward war after Gorbachev is toppled from power by a hard-line Soviet officer. What makes it effective is the use of carefully-edited clips of President Bush, Colin Powell, Helmut Kohl and other prominent world figures. It's video of these individuals discussing Saddam Hussein and the Kuwait invasion, but via a little snipping and cutting it seems like the concern is the USSR. These moments, mixed in with actual footage of NATO and Warsaw Pact maneuvers as well as protests and news clips, add up to a excellent and unnerving experience. Like Looking Glass, it is not available on DVD but should be.
