How does a film like this expect to make a profit?

I would imagine it was the fee that attracted Ernest Borgnine to this film because it certainly wasn't the script.

The film is low budget, a large proportion of the budget will probably go towards attracting recognisable faces like Borgnine, Van Cleef and Kinski and these films are hardly successes which is not surprising.

Are these films made as some kind of tax write-off?

Films like these were purely made to make money, but often are very entertaining. They were cheaply made and the stars assured that the producers essentially covered the budget through pre-sales. The market for action-adventure films like this was quite big in the 80s, especially because of the VHS-market that was booming at the time.
