There's absolutely nothing illegal with underage nudity in a film as long as the parent of the actor/actress has given their consent. If it were illegal every parent who filmed their baby's first bath would be a felon. Now, a paparazzi photo of an underage actor/actress IS a felony since they did not get the parent's permission. That's why certain celebrity websites have been successfully forced to remove revealing photos of some young celebrities.

And it can easily still happen in films today. As recently as the coming Romeo and Juliet movie there was discussion whether the underage Hailee Steinfeld would appear nude or not. They decided to go for the PG-13 rating instead of the R. It's more a matter of wanting the bigger box office from the lower rating driving the decisions than it is a concern over moral or legal matters. The R rated American Beauty had a topless 16 year old Thora Birch in it. And it won the Oscar for Best Picture.

In addition to requiring consent from a parent/guardian, there are certain situations that they can't put the child in. Anything at all sexual is the most obvious example.

It's still allowed today. It's just that we've become much more prudish about teenager nudity since the mid-1980's when this movie was made.
