Burn the photos if he lost his lighter in the office? And why not light his cigarette with the already burning photo? Or whatever device he used to burn the photo in the first place?

True, it's a bit of a goof. He realized that his lighter was gone and left it at the crime scene. So where did the fire come from that he did not notice his lighter was gone a little earlier? There is no logical reason, other than he only uses his lighter for lighting cigarettes and uses matches for other fires.
